In terms of energy supply

Promote the installation of photovoltaic systems on the roofs of existing buildings, and encourage new factories and public buildings with conditions to fully install photovoltaic systems. Promote the comprehensive electrification of newly constructed public buildings, promote the use of electric pumps, water heaters, high-efficiency electromagnetic stoves, and other alternative products to coal and gas, and promote the application of high-efficiency DC electrical appliances and equipment. Currently, with the increasing demand for renewable resources, the two main forces of photovoltaic and wind power are playing an increasingly important role. Focusing on important areas of energy transformation such as clean energy, electrification, intelligence, and integration, we will promote the research and application of ultra large capacity, ultra long distance ultra-high voltage technology, ultra-high voltage flexible DC technology, and ultra-high voltage long-distance large capacity submarine cable technology. Continuously improving the informatization level of the power grid mainly includes the transmission and resource allocation capabilities of the transmission network, intelligent monitoring and early warning capabilities, and integrated control capabilities of transmission and transformation equipment and lines. These demands and requirements also put forward higher requirements for cable products.
Further strengthen the regulation of the power system
Strengthen the flexibility transformation of coal-fired power units, promote self owned power plants to actively participate in peak shaving, optimize coal-fired power dispatching methods, and reasonably determine the dispatching sequence and peak shaving depth.
The Guiding Opinions also deploy energy storage. For example, researching and promoting the optimization and upgrading of large-scale hydropower stations, and orderly constructing pumped storage power stations. Strengthen the research and development of new energy storage technologies and their multi scenario applications. Promote the application of long-term thermal storage power generation, thermoelectric coupling, and utilization of medium and high temperature heat for photothermal purposes.

Energy storage is a necessary condition for promoting large-scale renewable energy generation and integration into conventional power grids. With the deepening of the "dual carbon" target, China's installed capacity of new energy generation maintains a rapid growth rate, and the demand for new energy storage and other regulating resources in the power system is rapidly increasing. As of the end of September 2024, 58.52 million kilowatts/128 million kilowatt hours of new energy storage have been built and put into operation nationwide, an increase of about 86% compared to the end of 2023.
